Thanks, Ed.  This is so typical - nuggets of gold squirreled away in the
bowels of the documentation.  I would never have thought to go searching for
"password policies for DST".  At the same time, I have to admit to not doing
a thorough RTFM; had I simply searched infocenter on "DST password", the
third entry was this page.

However, it was not in the V5R1 infocenter.  On the other hand, there really
was quite a bit of good stuff there, including "Recovering DST passwords"
and "Changing DST passwords", that kind of stuff.  What I learned today was
that not only can you reset the DST password if you have QSECOFR, but you
can reset the QSCEOFR password if you have DST!
