If I understand what you need correctly, the easiest way to do this might
be to just use Java.   It has built-in support for .GIF images (and
probably others as well, but I've worked with GIF) you could create the
image in your program, and then output it to a web page so that the
browser could view it.

Of course, if you're not familiar with Java, this would lead you back to
the "big learning curve" problem.  But, at least you're not stuck with a
PC :)
