Our V5R2 machine does not have QBLDSYS and we do C all the time. There is a ptf 5722SS1-SI00016 that addresses the following problem:

C compiler QCZPXLC incorrectly bind to QBLDSYS, where it should be QSYS

Was supposedly in the 3021 cume. We have it superceded by SI08377.
