I believe you can compile CL on ANY box even if it does not have LICPGM WDS.
I don't have WDS on my production box, but can still compile a CL program.

One thing everyone is missing is that with out WDSc you do not have any
compilers.  What good is an editor with out a compiler?  All his development
work will have to be done on a box that has some sort of compiler, then the
program objects shipped over.  Now if it is just some simple CL Scripts, you
can do that with a simple Source PF and EDTF using the procedure mentioned
earlier.

Check out Bob Cozzi's CodeStudio, it is going shareware end of this month
and looks like it will accomplish what you need to do. I have not used it
but did look at it awhile back. It has a lot of the same functionality as
the CODE/400 or WDSc suites.
