This must have changed - why would the 400 need to connect to the internet
on its own when it could very well do it through your PC?  It was my
understanding that your PC acted as a "repeater" of sorts, not that the 400
had to create its own path too.

Having Just been through this process, I have to disagree. A connection to
the AS/400 is required, as comfirmed to me by a member of the iPTF support
group. You can indeed choose to download ISO images for distribution to
multiple machines, but you must have at least one of the AS/400's accessible
through the internet in order to perform an initial signon before the
download even begins.
