Zak, it will be unusual for anyone but you to know who the "owner" of QINSTAPP 
is; it gets restored into QTEMP, runs, and is done. QSECOFR, QSYS, either will 
work for owner as can others. Now, this isn't the same as the program having 
the usrprf(*OWNER) attribute value set -- that could be trouble for your 
installation process at many sites and should never be necessary.

Having an owner is not the same as having the authority of the owner.
