My recollection is that at V5R1 FTP is not an optional component of
TCP/IP.  If you can start TCP and do the networking thing, then you
should be able to start the server (unless something already has port
20).

So . . . 
1) You have a bogus error message and something else is wrong.
2) You have a problem with your OS/400 installation.
3) You need PTF's.

I would work on the assumption that it's #1 above and try duplicating the
error.  If you can bring TCP down entirely and then start things up in
sequence, you may be able to get a more intelligent error message or see
something that you missed before.
