In one sense yes - it's running on the iSeries hardware. In the other sense, 
and more importantly, it would only work with the AIX/Linux version of DB2 - 
not what is useful, i.e. working with the native iSeries DB2.

However, as others have recently pointed out, the XML extenders are available 
for DB2/400.
