Perhaps the manager does not want to loose good RPG programmer after he/she
learns Java (or other "flavor of the month") and decides to go to a company
that will actually let him/her use it.
Dumb reason, but I have actually heard it used.
Oh, wait... was that a rhetorical question?  :)
