Back in the old days on the System/38, before OPNQRYF, we used a utility
which would create a source file in QTEMP, write records to it to define a
logical file, and then create the logical file in QTEMP. It had a command
interface and you passed it the name of the physical file, the keys fields
you wanted to use, and the name of the physical file. 

Since logical files allow substringing (and sorting on substringed fields)
it sounds like something like that might work for you.

        SQL has pretty much been ruled out because:

        1) the source data is non-described (flat file)
        2) it's not possible to create an index on a derived field
(substring)
