Software without the Vendor support

Hi all,   I am looking at a situation where a company purchased a software 
package on the AS/400 written in Cobol. For reasons that are not important, 
they want to see if they don't need vendor support for about 18-24 months at 
which time they expect that they can purchase a new package if that is a 
critical need. Now, how do you analyze the How and If''s. For example, how will 
you do updates to tax codes, industry regulatory changes, EDI. From a code 
perspective, how do you measure in time, how long it will take to understand 
all processes by code or calling modules. These are just some of the ideas that 
occur to me. Conceptually is this all there is? Looking forward to your input,
