Can I use *EXCLRD?  Is there a reference somewhere that explains this?  I.e., 
"CLRPFM requires
either *EXCL or *EXCLRD."  "ANYCOMMAND requires *SHRRD, *SHRNUP, etc."

Well, actually the help text isn't very helpful.  Does a CLRPFM "alter" a file? 
 Does a CLRPFM
require "managing" the file?  Does a CLRPFM require *DeLeTe authority?  How 
about *UPDate?
