The problem with the library list is that the default value on the Submit
Job command is to use the current library list.

One way around this problem is to change the command default on the Initial
Library list keyword (INLLIBL) to *JOBD.  That way you will always have the
user library list that is defined in the job description.

You would have to evaluate how changing that default from *CURRENT to *JOBD
would affect the rest of your operations.

We use the job scheduler heavily, but we haven't found a way around this.
