Have you tried using ACMS projects, along with custom "create" commands?

1) You can put all of the modules and the service program into a project,
then compile/promote the project instead of the individual objects.

2) For the service program, you can write your own custom "create" command
to:
    a) bind the modules into a service program
    b) remove the binding directory entry (trapping a not found error)
    c) re-add the binding directory entry

To specify the custom create command when you are in the ACMS development
environment, place '15' beside the object and specify your custom command as
the command for creating the object. I have created several custom "create
commands" for use either inside or outside ACMS.
