Have you tried changing the default naming option. I ran into similar
problems why I was playing with creating some user defined SQL functions
using RPG. If you change the default naming option to *SYS then the implicit
file name qualifier is *LIBL. Your default naming option may be *SQL, and
the implicit library qualifiers for that is something different, cant
remember what, something like current library that defaults to your
USERID(?).

To change the naming option use: SET OPTION NAMING = *SYS

If you are creating UDFs etc, you will come across a similar problem, and
can then set the NAMING and also set the 
CURRENT PATH special register using SET PATH, which sets the library list
for searching for UDFs etc.
