We use SPLTOOL all the time to create PDF files from *SCS spool files. I
believe the cost is $225 USD. Awesome product. Of course if you want to
email there is an additional cost of MAILTOOL.. but that wasn't bad either
and MAILTOOL is very useful as well.

There are a couple of good products that do this and are cheap.  I've
used Brad Stone's Spool Tool (www.bvstools.com) and Gumbo's Spoolmail
(www.gumbo.com)

Gumbo's has more options last time I looked, but it is slightly more
expensive.  P05 pricing for Gumbo I think is $695, I don't know brad's
off hand.
