If I understand your question, you are wondering whether there is
something about submitting a job to QCTL which would cause a tape device
to be consistently unavailable.  The tape device would otherwise be
available when the exact same job is submitted to another batch queue
like QBATCH.

Is this the situation?

It sounds like one of those bizarre coincidences and that on closer
examination; you may find that something else has changed.  There should
be no difference between the subsystems and the behavior of a tape
device.
