Tony:

In order to successfully use the IBM FTP site to download PTF's via web
browser, you _must_ set your browser to use Passive mode.

With IE6, use Tools > Internet Options > click the Advanced Tab, then scroll
down the list and check the checkbox labeled "Use Passive FTP".  Until I set
Passive mode on my browser, every time I tried to download a file it would
lock up.  Once I made this change, it worked perfectly.

Your FTP client probably has Passive mode specified, or it would probably
not work either...
