In addition to what Steve and Carl have said, if you define the SNA sessions
as APPN sessions with Network Node support, they should dial after being
varied on. The CP session support should kick in to make the dial connection
active.

Or, you can use the SNDNETMSG command into a SNADS definition to kick the
dial session active. Remember that if you do not have APPN support the
sessions will go inactive (hang up) if there is no activity.
