Sounds like you have an SNA connection between the 2 AS400s.  On one of the
controller descriptions, change the dial initiation parameter to *IMMED.  I
believe the default is *LINKTYPE.

How do you do it manually?  For example, if you varyon such-and-such a 
device, then write a program to execute upon IPL.  You can add that 
program to QSTRUP or add it as an autostart job entry to your favorite 
subsystem.
