IFS Performance issue

New 270 GreenStreak at V5R2 with 10/100 ethernet running 100 *full. 

Installing iSeries Access from the IFS is dog slow. So I started to copy
the install folder to an PC server with a 100 full nic running as well. I 
know the
folder is around 100+mb but the time est was over 90minutes and running
slower than...

PC to PC copies to that same PC server just flew. This is a brand new 
setup
preloaded from IBM. What am I missing?
