Maybe

1. Use DSPFLR FLR(*ALL) TYPE(*FLR) OUTPUT(*OUTFILE) OUTFILE(SOMELIB/SOMEFILE)
to get a list of the folders.

2. Then for each folder use DSPFLR FLR(EACHFOLDER) TYPE(*DOC) OUTPUT(*OUTFILE) OUTFILE(SOMELIB/NUTHAFILE) to get the documents.

3. Then use DSPDLOAUT OUTPUT(*PRINT) for each folder and document in turn - the spooled files have the lists of who is authorized to the objects.

You might also look at GO SECTOOLS options 29, 30, 33, 34. those are printouts of private and public authority to folders and documents - remember to deal with authorization lists, too, if specified.
