We were getting a lot of these messages.

IBM's response:
The MSGTCP2617 is new at R520.  It is an informational
message meant to 
provide additional information on why a connection was
ended.  If you 
would like to prevent these messages from occurring,
go to CFGTCP option
3.  Set the  TCPCNNMSG parameter to *NONE.  This will
prevent the 
messages from being logged.
