I found the source for this statement is a misinterpretation of a 
presentation on product positioning.  It is not a rule of thumb.  
It is a measured result for a ***single instance*** of a package 
converted from 5250 to client/server.

A rule of thumb for migrating an application from standard "green 
screen" to web-faced is 3-5x CPW, with no additional changes.  So 
for your CPW needs, @ 156 CPW, a new model using your app 
web-faced would need 468-780 CPW.
