I think interactive jobs are released to the subsystem theough QSYSARB, not
through a job queue.

Are you 100% sure about that?  This is not what I experienced.  Holding the
QINTER job queue had no affect on new interactive sessions.

It was, however, a long time ago ... I might be misremembering.
