IMHO a VCP for the SBMJOB command is not practical.  It is quite a complex
command, there are lots of parameters to deal with - it is not the simplest
of programming - AND when the os is upgraded, you have to go in and
re-program it (probably!).  I did a number of VCP for the save/restore
commands for a previous employer - it is not fun.

The alternate command processor is a much more simple solution.

You could write a validity checking program (VCP) for the SBMJOB command
that checks to see if the value in the JOBQ() parameter is any of the  jobqs
that are attached to the QINTER subsystem, then send an escape message that
indicates that the jobq specified is NOT allowed.

Somebody here probably already has the source code for the VCP, if they are
willing to share...

allow
QINTER to be specified in the JOBQ parameter?

SBMJOB CMD(CALL PGM(ABC)) JOBQ(QINTER)

Obviously it has to be revisited whenever there is a OS Upgrade...

Just a thought...
