Maybe things have changed, but I believe the U1-U9 switches are set only at
program start.  Is that not the case?

the SetAtnPgm command should do what you are asking.

write a cl pgm that sets one of the job switches
  PGM
  CHGJOB     SWS(1XXXXXXX)
  ENDPGM

here is the rpg code that tests the switch
 if          *inu1 = '1' ;
   dsply     'latch is set' ;
   *inu1     = '0' ;
 else ;
   dsply     'latch is not set' ;
 endif ;

and then SETATNPGM  PGM(SETLATCH) at signon
