ARGH!  I GIVE UP!

I'm just trying to do a simple task: copy a file to a comma delimited file
on my IFS which I can edit using notepad.

CPYTOIMPF doesn't translate the file.  It's on the IFS as EBCDIC with
codepage 37.  When I try to edit it, and Notepad brings the file up in
EBCDIC (lots of @ signs, unreadable text).

I thought the from and to codepages of CPY looked promising.  I try CPY,
specifying to and from codepages, and lo and behold, the file shows up as
codepage 1252, but still in EBCDIC.  Same results with notepad.

I'm at wit's end here.  All I want to do is to copy a database file to a
comma-delimited format, edit it with an ASCII text editor, and then copy it
back into the original database file.

WHAT AM I MISSING?
