I just tried the one in iSeries v5r1 - it seemed to work - had to override
to LVLCHK(*NO) on the PF. I'm at SI05361, running on XP. I've not tried to
use it, tho'.

Does this help at all?

won't convert to an overlay, and the APAR says they won't be PTFd.  I
