SAVDLO can only be used in the /QDLS file system as far as I know.
SAV is the generic utility for saving files in the IFS.

In the case of the command you included, you're saving all of the IFS
except QSYS.LIB (which is the 'old-fashioned' OS/400 libraries, which
would be better saved with the SAVLIB command) and the QDLS filesystem
(presumably because you're already saving it with SAVDLO)
