I had run into something similar a few years ago, although I seem to
recall that we had hardware errors in the service tool area.

It was a model 500 which was driving both its network card and boot disk
off the MFIOP.  A cable somewhere in the network crossed wires,
generating continual errors.  The CPU and MFIOP were so preoccupied that
the system appeared to be locked.  A console logon took over ten
minutes.

We solved the problem by replacing the bad cable, although the whole
thing was a mystery until we figured it out.  In retrospect, we could
have got our system back quickly by yanking out the network connection.

My gut reaction is to think hardware, not software.
