Changing DST profile API

Hey, y'all

Just ran across QSYCHGDS, an API to change a DST profile. Came out in V4R2.
I did not get it to work, changing a DST profile that is not QSECOFR. The
password I changed to was not accepted. Also, it appears to enforce the
repeated password rule.

It asks for a requesting profile and password, then the profile being
changed. I was able to use QSECOFR for the requester - I have *SECOFR
class. But I don't know the security implications of this thing.
