Thank you sweetheart:

You can change the setting to allow default and expired passwords to be
changed. Use SST or DST and
select the Work with System Security option. From the Work with System
Security display, change the
Allow a service tools user ID with a default and expired password to
change its own password field
from No (the default) to Yes.
