CPYTOSTMF would be my preference, but you need a little prep work to make it
happen.  The main problem is this command won't work for externally
described files, so you must copy the data to a non-described file first.

CRTPF FILE(LIBX/FILEX) RCDLEN(xxx)
CPYF .............. FMTOPT(*NOCHK)
CPYTOSTMF FROMMBR('/qsys.lib/libx.lib/filex.file/filex.mbr')
          TOSTMF('/ifs_path_here/file.dat') STMFCODPAG(*PCASCII)
