RE: Beginner's Question

If you display the panel with the existing value at 59 minutes after the
hour, and a minute passes before you change QHOUR, the actual system value
will have changed from n to n+1, but n will still be displayed.  You will
over key n with n+1, and have changed nothing in reality.

Why not "close to the change of the hour"?  And how close is "close"?  1
minute?  5 minutes?
