Changing the offset doesn't change the time.   i.e., if it's
02:00 -0500  and you change QUTCOFFSET to -0600, then
the time will be 02:00 -0600.     You want it to be 01:00 -0600.

So, you need to change both.   CHGSYSVAL QHOUR  & CHGSYSVAL QUTCOFFSET
