When an IBM command fails when it tries to access an IBM program, my
first thought would be to get current on PTF's.  The idea that a system
at V4R4 would be trying to perform a CISC-to-RISC re-encapsulation on an
IBM-supplied program is definitely a trifle bizarre and may not truly
reflect the actual problem (a damaged object perhaps?).

Another thought which occurs to me is that WRKFLR should be a generic
operating system command.  Why is it accessing an object in QOFC?  Does
the WRKFLR command present different options when it thinks that Office
is installed, like 'Edit Document'?

What is the history of your machine's operating system and program
products?  Has it been upgraded from CISC at one point?  How about
Office?  Is that product at a current release?  Have you installed
Office recently but not re-applied your cumulative PTF CD?

What has changed recently on your system?  Installed licensed programs?
Applied PTF's?  Upgrades?

I realize that these are somewhat random thoughts, I was hoping that
someone with specific experience might have responded to your initial
query.  You may have a fairly unique problem.
