how is the device configured? rmtoutq? lan?
if you look at joblogs for user QSPLJOB
 QPJOBLOG    QSPLJOB     QEZJOBLOG   PE
(PE is the printer id) you may see why it's locking.
I've seen this when print socket program failing on
a specific port and remote system queue name)
