It doesn't seem you need to restore the records. A lot of the tools would
do that.

I agree with the journal method. But you could also put a before delete
trigger on the file and write the data to another file. Journaling is
probably easier on the system.

They could be used either directly via APYJRNCHG/RMVJRNCHG or indirectly
via RCVJRNE, RTVJRNE or the journal APIs and passing the images to a HLL
for rewriting.
