I think the answer is "It depends..."

I know of sites that set the QSTRUPPGM value to *NONE and use their own 
autostart job entry in QCTL. That makes relying on QSTRUPPGM difficult.

No matter what, the controlling subsystem needs to be started via STRSBS 
somehow. So, your option (1) needs to be part of the answer. Whether your 
option (2) also must be chosen depends on how the controlling subsystem is 
defined and how your startup program handles itself when called directly.

Under <normal> configurations, the likely answer is (1) Start the controlling 
subsystem, which <should> cause the startup program to also run. <Normally,> 
the startup program will not include a STRSBS to handle a controlling subsystem 
monitor job in END status, therefore the QSTRUPPGM is not sufficient.
