I understand how his library could be deleted.  What I don't understand is
why there was no backup of it.  What if it happened when he was still
working there?  Would he have lost all of his stuff?

This is exactly why all IT shops should use a change management system. No
production objects should be compiled from source in a development library

especially not a development library outside the CMS control. Even one-man
shops
should use a CMS.
