Quite often there are some fixes which need to be applied before an
upgrade.  I would suggest going through the process of a complete,
permanent apply of the most recent cumulative PTF CD on your
intermediate step.  It might actually take a few steps to get everything
permanently applied.  Finish all of the steps in the V4R4 software
installation manual, then move on to the V5R1 process.
