No, you're correct Keith.

But when Dave posted a note saying that he had used these parameters
successfully in the past, I had no reason to doubt him.  You may be
pointing out the correct solution.  Perhaps V4R5 allowed the parameters
and interpreted them in a way which gave the needed compatibility with
the 18-track format.  If that is the case, then Dave should try using
the *FMT3480 format for initialization and see if that obtains the same
result as 1600 did previously.

The thing that confuses me, if this is the case, is that the inztap
command accepts the parameter as valid and tries the initialization.  I
would expect a different error if the density was completely bogus.
