Maybe I missing something, but 1600, 3200 and 6250 are 9-track (reel)
densities.  The 3480 cartridge is much higher (38000 BPI).   I'd assume
you'd format the 3480/3490 (18-track) and 3490E (36-track) cartridges with
*FMT3480 or *FMT3490E respectively.
