The printer has to be directly on the network, not
connected through a PC. When you ping that address, is
that the address of the PC? If so, you would need an LPD
on the PC - I think Win NT and up have one, otherwise
there are 3rd-party servers that are not too expensive.

Also, check the rmtoutq setting - having the same name
as your outq on the 400 looks fishy - it's usually
something like 'raw' or 'raw1', and has to be enclosed
in apostrophes to preserve lowercase.
