You could grab a copy of EXCCMDMBR from my web site at http://zap.to/tl400 and 
use it. Download and compile the source for it along with the three or four 
*CMD wrappers for some APIs and that's about all there is to it.

It's old stuff, mostly because I've never needed to update it.

Might be slightly more than you need because it handles '+' and '-' 
continuation lines and some very basic error handling for executed commands, 
but you can throw away what you don't need.

It's designed to work with type(CL) source members though any source type will 
work as long as the commands are well-formed.

Look in the Files/Miscellaneous directory. The xref document should show where 
any of the other command definitions are, or you can just use normal API calls 
and ignore the *CMDs.
