The "real" system time is stored as a 64-bit counter that increments
in such a way (depending on release) that in one second
4,096,000,000 ticks are counted. The counter is unsigned and
its zero point was at 12:03:06 PM Aug 23rd, 1928. This funny
point was picked such that the top bit would change at the end
of the second starting at 11:59:59 pm on Dec 31st, 1999.
