Have you looked at /QNTC yet?  You can reduce part of the security headache
by pushing the file directly to the NT server.  You would need to authorize
the AS400 user profile that runs the CPYTOIMPF job to have access to the NT
box in question.  The difference here is that you're poking a hole in the NT
box's security (hopefully less exposure to critical data), not the AS400.
