Rob, by design, CHGIPLA influences the behaviour of the next IPL
regardless of PWRDWNSYS type.  However, if you use CHGIPLA
HDWDIAG(*ALL) followed by a PWRDWNSYS RESTART(*NO *SYS) or
PWRDWNSYS RESTART(*YES *SYS) you will negate the effect of the
CHGIPLA.
