Dumb question, but did you spell QSECOFR like you did in your email,
QSEOCFR?
Did you change the error message to say that the user id is invalid?  Many
people do, thus hackers won't be able to tell if the user is correct and
the password is wrong.  One method to check is WRKOBJ QSECOFR.  Even if
you don't have access to the user profile, you'll be able to see their
message queue.  (Great method to find user profiles by the way.)
Do you have enough authority to run DSPUSRPRF to an outfile
DSPUSRPRF USRPRF(*ALL) OUTPUT(*OUTFILE) OUTFILE(QTEMP/LISTEM)
and query that to see if any have special authority *SECADM?  Then try to
sign on as that person.

I am building a test system and after restoring user profiles from tape
the
QSEOCFR user profile is gone. The user profile that I was using now
doesn't
have authority to recreate it.

Is there any way to create QSECOFR is I IPL to manual mode?

I would prefer not to reload the system if possible.
